Summary
Vietnam is in the lower part of the medium tier of the DDI and has succeeded in reducing its digital dependencies even further. With its DDI value falling from 0.63 in 2010 to 0.56 in 2023, Vietnam is approaching the level of low-tier countries. Since 2018, the country's value has stabilised below 0.60. Policies
Between 2020 and 2026, Vietnam’s policies aimed to enhance cybersecurity through localization of production. The government passed a national law in 2025 that explicitly encouraged domestic cybersecurity products to reduce dependency. The law set out binding localization requirements and authorized the Ministry of Public Security to enforce such. The law was preceded by a Politburo resolution in 2024 that set the tone of digital sovereignty and “Made in Vietnam” products.
