Uganda
Summary
Over the past few years, Uganda has become increasingly dependent on digital technology, with its DDI value rising slightly from 0.76 in 2010 to 0.79 in 2023. This increase is mainly due to a similar but more dramatic trend in ICT goods trade: in this area, the dependency value increased from 0.76 in 2010 to 0.96 in 2023. Conversely, platform dependency has decreased. With an overall DDI score of 0.89, Uganda is more independent than many other countries. Uganda's bilateral digital trade with the US and China is highly asymmetric. Its bilateral dependency on ICT goods imports has consistently been measured at 1.00.
Policies
Uganda’s government has adopted the language of digital sovereignty. Concrete steps include, in 2026, the National IP Peering Exchange (NIPX) that provides for telecommunications infrastructure to structurally reduce the country’s dependence on international transit routes for domestic internet traffic. In the same year, the government introduced a national digital key, creating a digital identity trust layer with locally managed cryptographic keys and local data storage.
