Türkiye
Summary
Having reached an all-time high in 2016 (0.79), Turkey’s DDI value reflects an overall downward trend. Despite considerable fluctuations, Turkey’s DDI value has been consistently below 0.70 since 2020, with the 2023 value of 0.58 underscoring the country’s reduced dependence levels. Turkey has succeeded in reducing digital dependence mainly via two dimensions: ICT services, where the value dropped from 0.33 to 0.14, and platforms, whose value went down from 0.99 in 2010 to 0.93 in 2023. These developments more than offset the increase in ICT goods dependency from 0.77 in 2010 to 0.86 in 2023. In bilateral ICT goods trade, Turkey is dually dependent on China and the U.S, albeit the latter is decreasing.
Policies
Turkey has not only focused its policies on supply chain resilience, but also on digital governance and production localisation. Introduced in 2025, the “National Chip Consortium” aims to enhance the domestic production of semiconductors. A cybersecurity strategy from 2024 also marked the transition towards a proactive cyber deterrence.
