Serbia
Summary
Serbia has substantially reduced its degree of digital dependence over the past few years. Its DDI value decreased from 0.77 in 2010 to 0.60 in 2023. This shift, signalling a strog digital sector growth, can be attributed to a dramatic drop in ICT service dependency from almost 60% from 0.47 to 0.19, but also a steady decrease in ICT goods dependency (from 0.79 to 0.71). Meanwhile, platform and patent dependency remain extremely high. Despite its medium dependency overall, Serbia is also disproportionately reliant on Chinese ICT goods, with the corresponding values remaining above 0.98 from 2010 to 2017 (data since 2017 is not available). Dependency on the U.S., on the other hand, falls within the medium range and is further declining.
Policies
In its effort to safeguard digital sovereignty, Serbia joins the group of countries with a state-owned data centre. In 2026, President Vučić activated two new supercomputer modules, invoking “national sovereignty”. In addition, Serbia has published a “Strategy 2035”, signalling interest in developing stronger capacities in the field of semiconductors.
