Russia
Summary
Russia’s digital dependency levels saw a slight decrease from 0.84 in 2010 to 0.80 in 2023. This downward trend is reflected in the other three DDI dimensions, except for patent reliance, which remained just below the maximum value of 1.00: the value of dependence in ICT goods decreased from 0.95 to 0.91, that in ICT services from 0.59 to 0.55, and that in platforms from 0.89 to 0.83. Despite a slight decrease in bilateral dependence, Russia remains highly dependent on both the US and China for the supply of ICT goods. The former consistently exceeds 0.90, while the latter approaches 1.00, suggesting vulnerability towards the technopoles.
Policies
Russia wants to become independent from foreign technology – and its policies in the past years illustrate this desire: A presidential decree (No. 166) from 2022 prohibits the use of foreign software in critical infrastructure and aims to ensure technological independence. Russia’s “Strategy for the Development of the Electronic Industry” sets the goal to build a self-sufficient domestic semiconductor sector until 2030.
