Qatar
Summary
Qatar’s digital dependencies are characterised by their stability. With DDI values of 0.68 in 2010 and 0.70 in 2023, the country stays within the medium dependency range. This pattern can be observed in all four dimensions, as their values remain near-immune to change over time. Reliance on foreign platforms, patents, and trade in ICT goods was complete or near-complete from 2010 to 2023. By contrast, Qatari dependence on foreign-supplied ICT services remained much lower but increased slightly from 0.22 in 2010 to 0.25 in 2023. Hence, its strong digital services sector is the critical reason why Qatar exhibits medium levels of dependency.
Policies
Qatar concentrated its digital policy efforts on two fields: Firstly, the “National Cyber Security Strategy 2024–2030” aims to boost the country’s capabilities in cyber defence and data security. Secondly, the “Digital Agenda 2030”, launched in 2024, serves as a roadmap to become a regional technology powerhouse.
