Norway
Summary
Norway exhibits a growing dependence on foreign technologies, especially on ICT services. The DDI value increased from 0.77 in 2010 to 0.84 in 2023, pointing to a solidifying development over time and making it the only Euripean country in the range of high dependency. Since dependence on platforms and patents remained close to the maximum (0.99 in 2023), these dimensions display minimal change over the investigation period. In trade, dependence on ICT goods grew slightly from 0.76 (2010) to 0.78 (2023), whereas the reliance on ICT services rose more substantially from 0.49 in 2010 to 0.65 in 2023. Although Norway’s digital trade dependence slightly subsided by 2023, this indicates an elevated reliance on foreign service providers.
Policies
While Norway’s government enacted policies concerning technological supply chains and Artificial Intelligence between 2020 and 2026, its focus appears to be on the aspect of security: Both the "National Security Strategy" and the "National Security Plan for Digital Infrastructure" were launched in 2025. An especially prominent goal was set with its "National Digitalization Strategy": According to the Ministry of Digitalisation and Public Governance, Norway wants to be the world's most digitalized country in 2030.
