Ghana
Summary
Ghana managed to reduce its digital dependencies over the measuring period. The DDI value decreased from 0.85 in 2010 to 0.79 in 2023, placing Ghana overall at a medium level of dependence. This downward trend is reflected in three of the four dimensions. Although dependence on foreign platforms and trade in ICT goods remains at a consistently high level, both dimensions exhibited a slight decline (platforms: 0.98 to 0.95 and ICT goods: 0.99 to 0.95). In contrast, dependence on trade in ICT services was considerably lower and has additionally decreased further from 0.55 in 2010 to 0.44 in 2023.
Policies
Ghana’s digital policies focussed on two fields between 2020 and 2026: Cybersecurity on the one hand and, on the other, AI capabilities. The “National Artificial Intelligence Strategy 2025-2035” aims to position the country as a leading digital innovation hub in Africa. To achieve that, investments in a national AI computing centre are planned among other measures.
