Chile
Summary
Chile exhibits a very high degree of digital dependence, with an overall DDI value of 0.93 in 2023, the second-highest value recorded. Its high levels of dependence on ICT patents (values of 1.00 since 2010) and its reliance on foreign platforms (values close to 1.00 since 2010) are particularly striking. While dependence on trade in ICT services was lower than in other dimensions at the beginning of the study period, it has increased significantly in recent years, rising from 0.74 in 2010 to 0.82 in 2023. This upward trend is also evident in trade in ICT goods, where dependency grew from 0.93 in 2010 to 0.95 in 2023, indicating persistently high dependency levels.
Policies
Chile initiated policies pushing progress in the fields of Artificial Intelligence and cybersecurity, one project in particular focuses on the question of dependence: The "Humboldt Cable System", which was agreed on in 2025, aims at reducing Chile's dependence on U.S.-controlled digital corridors. Interestingly, while the project is partially funded by Chile’s state-owned infrastructure company, a large share of financing and operation is provided by the U.S.-company Google.
