Brazil
Summary
Brazil has exhibited a high degree of digital dependence in recent years. Although its DDI value suggests a slight overall decrease in dependence, from 0.93 in 2010 to 0.88 in 2023, it remains high in many areas. For example, the country's reliance on ICT goods has increased from 0.89 in 2010 to 0.94 in 2023. At the same time, its platform dependency averaged 0.97. Notably, Brazil has shown a consistent lack of autonomy in patents, with a value of 1.0 every year between 2010 and 2023. Conversely, the country has significantly reduced its dependence on ICT service trade, from 0.87 in 2010 to 0.66 in 2023. This reduction was the main driver of the overall decline in digital dependence.
Policies
Two fields stand out in Brazil’s digital policies between 2020 and 2026: On the one hand, large investments in the development of Artificial Intelligence. Especially the “Plano Brasileiro de Inteligência Artificial” states the intention to bolster the country’s digital sovereignty between 2024 and 2028. On the other hand, the “Nuvem de Governo” aims at a reduction of reliance on foreign cloud infrastructure by initiating a localized, secure storage of sensitive public data.
